Both Inter and Roma want to sign the 27-year-old despite the winger failing to hit the heights expected of him at Stamford Bridge since his £26.8m switch from Fiorentina in January.
According to Sportmediaset, the Colombia international will join the San Siro side for an initial £1m loan fee with a view to making the transfer permanent at the end of next season.
Cuadrado's agent is expected to meet with Inter representatives and thrash out the terms of the deal in the English capital.
Cuadrado, who penned a four-and-a-half-year contract at the Blues, made 12 appearances for the Premier League champions last term but is now deemed surplus to requirements by Portuguese boss Jose Mourinho.
